Time Cops?

Today, a person asked me if the men in black or MIB are time cops. Well, I think that Steven Gibbs said that MIB are time cops. Perhaps what the web needs now are internet cops due to the large amount of video traffic on the net, which is causing slowdowns; a kind of rush hour traffic jam on the information superhighway.
